Callan Park Plan of Management

Callan Park Plan of Management 2026 to 2036 is the first plan of management for Callan Park. It was approved by the Minister on 22 March 2026. The plan will support our efforts to conserve and enhance social, cultural and environmental values of the park into the future.

The plan of management covers the entire park including areas owned by both Greater Sydney Parklands and NSW Health and will support our efforts to enhance social, cultural and environmental values of the park into the future.

 

To support the plan of management, Greater Sydney Parklands has prepared an access, movement and parking strategy. 

What is a plan of management?

A plan of management is a long-term strategic plan that creates a shared vision for the park, identifies special characteristics and values of the park, and outlines how the park will be managed in the future.


The plan:

  • sets a shared vision for Callan Park
  • identifies special characteristics, places and values of Callan Park
  • establishes principles and strategic objectives to guide the management of Callan Park
  • provides a framework for ongoing management of Callan Park.

Community and stakeholder engagement

In 2024, we asked the community to tell us what they valued about Callan Park and how they’d like to use the park now and in the future. The feedback received guided the initial development of the plan of management.

The draft plan of management was then publicly exhibited for community and stakeholder feedback from 25 September to 29 October 2025.  

Community and stakeholder feedback helped us prepare a plan that reflects community values and preferences.

Who owns and manages Callan Park?

Centennial Park and Moore Park Trust (CPMPT) owns 38 of the 61 hectares of Callan Park, which is managed by Greater Sydney Parklands. This includes the waterfront and central park areas. NSW Health manages the remaining areas. Some small pockets of land along the waterfront are also owned by Transport for NSW.

Why does Callan Park require a plan of management?

In accordance with the Greater Sydney Parklands Trust Act 2022 (GSPT Act), Greater Sydney Parklands must have an approved plan of management for the whole Callan Park site (owned by both Greater Sydney Parklands and NSW Health).

What is the process for creating and approving the plan of management?

The plan of management must be developed with stakeholder and community consultation in accordance with the Greater Sydney Parklands Consultation and Engagement Framework

The plan is approved by the Callan Park community trustee board.

The Minister for Planning and Public Spaces is the final approver.

What is the relationship between the access, movement and parking strategy and the plan of management?

The access, movement and parking strategy has been prepared alongside the plan of management. It supports the plan of management and is a long-term plan to guide pedestrian, cycle, and vehicular movement and parking in Callan Park. The plan includes strategies to address safety and circulation, car parking, and access and connections. 

What is the difference between the plan of management and the Callan Park Landscape Structure Plan?

The Callan Park Landscape Structure Plan (LSP) was approved in 2021 following community consultation. The LSP is not required by legislation and only applies to the land managed by Greater Sydney Parklands. The LSP has been considered in the preparation of the plan of management. The plan of management identifies the need for master plans for each of the four management areas that will supersede the LSP. 

How will implementation of the plan of management be funded?

The plan of management provides a framework for how Callan Park is managed into the future. It reflects community values and priorities and provides focus for future funding applications over time. 

What is the timeframe for implementing the plan of management?

There is no specific timeframe for implementing the plan of management. However, the plan must be reviewed every 7 years.
