About the plan of management
Centennial Parklands, which includes Centennial Park, Moore Park and Queens Park, covers 369 hectares on Gadigal and Dharawal Country, and is within or near the City of Sydney, Randwick, Waverley and Woollahra local government areas. It is home to formal gardens, ponds, tree-lined avenues and open lawns, along with facilities for walking, cycling, horse riding and a wide range of sport and recreation.
In accordance with the Greater Sydney Parklands Trust Act 2022 and the Centennial Park and Moore Park Trust Act 1983, Greater Sydney Parklands must review the Centennial Parklands Plan of Management regularly. A review is now due to reflect current legislative requirements and provide an updated management framework that meets the needs of a growing and diverse community.
The plan of management is a long-term plan for Centennial Parklands that will:
- set a vision for the parklands' future
- establish strategic directions and high-level objectives
- identify the specific characteristics, places and values of different areas within the parklands
- provide a framework for ongoing management, land uses and activities in the parklands
The plan of management will balance the needs of the community while also responding to the parklands' heritage, landscapes, flora and fauna.
The plan of management works alongside other plans (including master plans for specific areas across the parklands, and a conservation management plan covering the parklands' heritage and cultural significance). Together, these plans help Greater Sydney Parklands manage and keep protecting the parklands into the future.

Frequently asked questions
A plan of management is a long-term strategic plan that creates a shared vision for Centennial Parklands, identifies special characteristics and values of the parklands, where certain uses will occur across the parklands, and outlines how Centennial Parklands will be managed in the future.
Under the Greater Sydney Parklands Trust Act 2022 and the Centennial Park and Moore Park Trust Act 1983, a plan of management for Centennial Parklands must be reviewed regularly. As the current plan of management was adopted in 2018, an update is underway to reflect the current legislative requirements and provide a contemporary management framework that considers community and stakeholder input.
Centennial Park and Moore Park Trust owns and Greater Sydney Parklands manages Centennial Parklands, including Centennial Park, Queens Park and Moore Park.
The plan of management is the overarching statutory document for Centennial Parklands. It sets the long-term vision, strategic directions and management framework for the parklands.
The plan of management guides supporting documents, including master plans for specific areas, the conservation management plan, and other strategies and policies. These documents provide more detailed guidance on particular places, issues and activities and help deliver the directions set out in the plan of management.
While these supporting documents are not required by legislation, they will be considered in the preparation of the plan of management. Together, these documents support the planning, protection and ongoing management of the parklands.
The plan of management must be developed with appropriate stakeholder and community consultation in accordance with the Greater Sydney Parklands Consultation and Engagement Framework.
Greater Sydney Parklands is also undertaking the necessary investigations, and technical assessments to inform the draft plan of management. This includes work relating to recreation, access, movement and parking, as well as cultural values. Findings from these investigations and consultation will help shape the future management of the parklands.
The Moore Park South project is being progressed alongside this update of the plan of management, which sets out the long-term strategic direction for all of Centennial Parklands.
Updates on Moore Park South will be communicated via dedicated channels. Any decisions made as part of the Moore Park South project will be considered during the preparation of the plan of management to ensure the plans align.
All feedback received will be considered and balanced alongside broader project requirements and constraints. The plan of management must comply with legislative requirements under the Greater Sydney Parklands Trust Act 2022, and some matters may fall outside the scope of this plan. Where this is the case, Greater Sydney Parklands will aim to point you toward the appropriate process or agency, or pass your feedback to other areas in Greater Sydney Parklands where relevant.
The plan of management will provide a framework for how Centennial Parklands is managed into the future. It will reflect community values and priorities and provide focus for future funding applications over time.
